On the morning of April 21, 2026, Premier of the State Council Li Qiang met with Mozambican President Daniel Francisco Chapo, who is on a state visit to China, at the Great Hall of the People in Beijing.

Li Qiang stated that this year marks the 10th anniversary of the establishment of the comprehensive strategic cooperative partnership between China and Mozambique. In recent years, thanks to the joint efforts of both sides, mutually beneficial cooperation between China and Mozambique has yielded fruitful results. President Xi Jinping will hold talks with Mr. President Daniel Francisco Chapo to make new plans for further deepening bilateral relations and cooperation. China is ready to work with Mozambique to carry forward the traditional friendship, always trust each other, firmly support each other’s core interests and major concerns, and promote in-depth and substantive cooperation in various fields to better serve the modernization efforts of both countries.

Li Qiang noted that China is ready to strengthen the alignment of development strategies with Mozambique, steadily expand the scale of bilateral trade, deepen cooperation in areas such as agriculture and fisheries, energy and minerals, and infrastructure construction, help Mozambique extend its industrial chains and increase added value, and better translate its resource advantages into development momentum. It is hoped that Mozambique will make good use of policies such as China’s zero-tariff treatment for all African countries having diplomatic relations with China and the upgraded green channel, and actively explore the Chinese market. China supports capable Chinese enterprises in investing in Mozambique and hopes that Mozambique will provide a stable and predictable business environment and ensure the safety and legitimate rights and interests of Chinese enterprises and citizens in Mozambique. The two sides should also strengthen cooperation in medical care, education, culture, tourism, and disaster prevention and mitigation, and continuously enhance the sense of gain for the people regarding China-Mozambique friendship. The current international situation is changing rapidly. China and Africa, as good brothers and good partners, should work together more closely in solidarity and cooperation, actively implement the four global initiatives, uphold fairness and justice, and defend their common interests.

Daniel Francisco Chapo stated that Mozambique and China have enjoyed long-standing friendship and are as close as brothers. Mozambique firmly supports the one-China principle and the policy of “One Country, Two Systems”, supports China in achieving national reunification, and supports China’s just stance on issues related to Xinjiang, Xizang, and human rights. Mozambique appreciates the long-standing support and assistance provided by China for Mozambique’s economic and social development, and is ready to strengthen the alignment of national development plans with China. Under the framework of the Belt and Road Initiative, Mozambique is ready to deepen cooperation with China in trade, investment, agriculture, energy, transportation, and communications, and intensify exchanges in culture, education, tourism, and other fields to advance the comprehensive strategic cooperative partnership between Mozambique and China. Mozambique firmly supports the four global initiatives proposed by President Xi Jinping, and is ready to work with China to strengthen Africa-China cooperation and jointly promote the building of a community with a shared future for humanity.
